Segment Level 8 User Manual
This Segment Level 8 User Manual v. 1.0 is a guide for vendors and law enforcement agencies who submit Uniform Crime Reporting data under both SRS and NIBRS reporting types, and marks a departure from the way the Department has historically produced Texas-specific information for law enforcement agencies and their vendors. Since the Department has developed their system to closely match the national program, we have instead focused on a document that is truly 'Texas-Centric'. The Segment Level 8 User Manual v. 1.0 is intended to be an addendum to the FBI Technical Specifications and is specifically designed for Texas data and Texas law enforcement.
Texas specific submissions include Sexual Assault, Drug Seizures, and Family Violence. Drug Seizures and Family Violence submissions are included in the Segment Level 8 portion of the NIBRS flat file, however, at this time, the Department is working through updates for the Sexual Assault submission portion. Until further notice, please submit Sexual Assault files separately utilizing the flat file layout below.

The UCR Offense Code Table facilitates the offense codification as it relates from State laws to Summary Reporting (SRS) and Incident Based Reporting (NIBRS). The information contained in this workbook is intended for law enforcement agencies and their RMS vendors to incorporate into their software for the creation of their code tables. These codes will assist users in selecting the proper codes for offenses being reported to the state UCR program.
